How to write a good headline

I saw a headline on the Enquirer (or similar tabloid) that stated: "Obama's Gay Lover" and I had to wonder if they were simply pulling words together that would get people's attention, like "alien," "Oprah," or "pregnant." (Come to think of it, I might have seen a headline about Oprah being pregnant with an alien baby.)

I remember thinking the same thing with an actual news story from CNN. The headline read: "Naked Man Hijacks Bus Carrying Students." Almost any combination of those words would be enough to get people's attention. You just can't make this stuff up.
